In the 1990s, according to Jornal Público, in May 1999, Portugal recorded over 300,000 workplace accidents per year and hundreds of fatalities – often due to the absence of safety measures on-site.
On May 15th of that year, Público reported the verdict from the Labour Inspectorate regarding the accident that claimed the life of a worker at the Vasco da Gama Shopping Centre construction site in Lisbon. The conclusion: a complete lack of adequate safety measures. Workers were not even using personal protective equipment.
Shocking. Unacceptable. But unfortunately, common at the time.
In that same article, it became clear that beyond the fatal incidents, there was an annual average of 50,000 accidents resulting in permanent consequences — total or partial disabilities that compromised the lives of workers. As a response, the government announced a national study on workplace accidents. The conversation had begun.
